Would turning in your application around September/October be considered on the "later side" of the cycle?

That's when I'm going to turn in my app. I don't think it's considered late. Most people are probably planning to submit in August though, since that's when most people are taking the OAT. There are plenty of people who submit Nov-Feb, so I would say Sept/Oct is just in the middle.
