Two activities or one?

Hey all, I am apart of a program that’s related to cancer. The actual program is a summer camp where I will be a counselor, but prior to the camp it’s recommend each counselor raise money for both themselves and campers.

Would the fundraising and camp be considered separate or part of the same activity? I am leaning towards separate because the fundraising is completely optional and counselors have to come up with their own unique way to gain the funds.
