Two vs. Three Digit Score Observation

I've just noticed something interesting when perusing stats posted on some FAQ's for specialties, whereby some posted scores (from previous test administrations) sometimes can have higher three digit scores, but lower two digit scores, than my usmle three and two digit scores, respectively. Any ideas what these differences mean?
 
The 3 digit score to pass has changed with time, but the 2 digit score to pass is always 75. I imagine that as the 3 digit score changes, the conversion to 2 digits changes as well.

I was once told by a PD that they use the 2 digit score to filter applications since the 3-digit score is more varied.
