Can an MD use his or her license in a foreign country and practice medicine? How about a DO?

More than likely yes.
More than likely no.
You'll have far fewer problems getting permission to practice medicine in countries other than the US if you have an MD than if you have a DO. Most of this stems from the fact that DOs in other countries practice and are taught manipulation ONLY.
