i have learned that its more of a general rule of thumb that secondaries are given out if you meet their minimum requirements (something like 2.75 gpa? 17 DAT?). so not exactly "selective". plus, they get $$$ from you!
i think i have read that schools like maryland and washington are selective for secondaries, but you should check on those to make sure. i didnt apply to those, so i dont know.
