Any thoughts on the strengths & weaknesses of each program?

In your opinion, what is the better fellowship?

I only applied and interviewed at Emory this year due to geographic reasons but I heard great things about UCLA's program from the UCLA residents on the trail, arguably up there with the best in the country if you are looking for extreme independence. Emory was fantastic as well but seemed more standard in terms of the teaching philosophy.

Both are great programs. I would give a slight edge to Emory.
