Ucsd had 5 positions last year and only one filled. what's problem? they did not rank enough candidates?

don't expect a specific answer... if it exists, it's unlikely anyone would post it here. don't worry about single-year abberations. good programs occasionally do poorly in the match, for whatever reason. not ranking enough candidates is a very reasonable guess. 2 years ago U Wash didn't fill and when i interviewed that was the explanation i got.
