NVM, straight from their site:
NEW: PLEASE READ: Effective June 1, 2015, the College of Dentistry will accept applications for the DMD program from out-of-state candidates, (pending Board of Trustees approval). The combined PhD/DMD program will continue to accept both in-state and out-of-state candidates. To be considered for the PhD/DMD program, all candidates must contact Dr. Herve Sroussi by September 1.
