ULM or UH?

Before I start, I have a question about this tuition chart:

As you can see there are columns for in-state and out of state tuition, then there is a column that says "Mandatory fees." Is this included in the tuition or is this an additional fee that has to be paid?

Now to the main question:

Its a little early for me to be worrying about this just yet, but I am curious about your opinions.

I am preparing to either go to UH or ULM, and I can't really decide which one would be a better choice.

Lets compare:

ULM:

Pros:
Lower tuition since its in-state for me

Cons:
There are WAY more prerequisites to complete

UH:

Pros:
30+ less hours of prerequisite to complete (assuming I should complete all prereqs.)

Seemingly easier to get into.

Actually closer to my hometown

Cons:
Tuition is much higher since it is out of state

Apply to each school as you finish all or most of the pre-reqs. In other words, apply to UH first, then if you get rejected, continue to take the classes ULM requires and then apply there in addition to reapplying to UH.

UH is not that easy to get into. They are very competitive.

I don't think that mandatory fees are included in the tuition rates. They may be added to the overall tuition amount however.

So this would mean that: since the in-state tuition for ULM is $5418 and the "mandatory fee" is $6500 then the yearly tuition would be $11918? If so its not as cheap as I thought

Also, anybody recommend trying to get into Texas southern? Their tuition is cheaper but ive heard mixed reviews

That is correct.

Yeah I've also heard mixed reviews about TSU. I think a few years ago they may have been on probation with AACP.
