Do we fill this form out after we get in? I don't understand. I thought to claim residency in NC if you're OOS, you have to live in NC for a year. So why would they give me the option of filling it out now if I haven't even gotten in?
 
If you're an NC resident at the time of application, you fill in the residency form and send it in with the rest of the supplemental documents. If you're not, you can fill it in anyway and be denied residency status because you don't meet the requirements, or you can just not fill it out like the rest of the OOS applicants.
 
? why would you need to fill out the residency form if you're already a resident? but regardless...thanks haha I'll stick to not filling out this beast.
 
"If you are claiming North Carolina residency, please print, complete, and submit the form found at the link below. Please be sure that you fill in all blanks on the form. An incomplete form may prevent your application for in state residency from being processed in a timely fashion."

The form is to verify the resident status. You don't automatically qualify as a in-state resident just because you put it on your AADSAS. The difference in cost of attendance of in-state vs out-of-state is quite large and UNC takes in a certain number of IS/OOS applicants each year, therefore it would behoove both UNC and the applicant to make sure that the applicants resident status is correct.
