Interviewed there a few years ago. Really nice people.
Program's reputation was very biological.
Iowa "City" is a pretty little town, not very diverse.

I went to med school at U Iowa and ended up going into path but seriously considered psych. I almost certainly would have wanted to stay there. Like OldPsychDoc said, the program is very biological. There is some world-class research going on there, particularly in schizophrenia.
The neurology department has lost a significant number of people lately, especially on the research side of things, and I am not sure what (if any) affect this has had on the psych program. Probably none if you aren't heavily into research.
Iowa City is a small town but I loved it there. There is everything you could want to do, but clean, safe, easy to get around, great place to raise a family, etc. Ultimately just comes down to personal preference.
Anyway, I was impressed from what I saw of the residents and the program as a med student. Good luck.
