I can't speak to VCU, but I know Utah is an up and coming place. They just expanded their program from 4-6 residents and are on night float now. They definitely have a strong vascular program, and the chair does his research in movement disorders and genetics.
There's a focus on didactics and the culture is very laid back and collegial. Also, the weather is amazing and the access to the outdoors is unparalleled. Low cost of living and no traffic makes it even more appealing.

Thank you for your help.

This will sound more like an interview impression than answering your specific question. I loved U of U when I interviewed during the 2009/2010 season, and if it were not for having to factor in my spouse's career goals (which is obviously super important), I would have ranked it much higher than I did. They have good opportunites for research and rotating abroad. Dr. Renner, the program director, was awesome. All of my interviewers were very personable and the residents seemed happy. The facilities are sparkly and nice. Salt Lake City is beautiful, has great food, and obvious has access to amazing outdoor activities. Red Iguana is arguably the best Mexican food I have ever had (I am from Texas, so I am quite learned in Tex-Mex and authentic interior Mexican food).
