University of Chicago Otology fellowship program

I stumbled upon this program online and I see is its not ACGME accredited and could be considered IMG friendly
Can anyone provide some input about the program?

I had emailed Dr. Imbery (Neurotologist at U of C) about 1 year ago to express interest. At that time, he said that there were some funding issues meaning that anyone can apply for the fellowship, but there would be no pay or salary for it.

At that time, he was hoping to attract applicants from possibly foreign institutions that could fund themselves.

I remember 2 years ago or so you were looking for fellowship spots
