If I submit my application around June but do much more community service and volunteering, am I allowed to update my application around august to include more hours?

To my knowledge, you are not able to do that. You could mention how you are and plan to be continually active in the community within your personal statement.

No. You can only update your academic portion of the application, as in courses, from November-February.
