just prior to matriculating...I got my interview at penn based on my step 1 and rest of app...i took step two only a short while ago, and I plan on submitting it, but dont believe it will be required...accoridng to some PDs on this forum, the step 2 is important for rank time...though I know plenty of people who got into top named programs without step 2 in their portfolio...this all assumes your step 1 is a good score...know that many people do better on step 2 and so an improved score could potentially help you in your app process...good luck, and if you have more questions feel free to ask
