UPenn sent 'complete' email?

I haven't got any from upenn. I called them and they made a mistake until then as creating two different names-at that time, they corrected it and said mine was complete.
But, I haven't got any email to verify that my apps are complete...
Did they sent the complete email?

they sent me a letter via snail mail stating that my app was complete. the letterhead was dated 7 days earlier.

upenn is somewhat slow. i talked to the adcom office, they said they've received an extremely high volume of applications, so they are asking for patience.
