USC vs Western?

So, I'm finalizing my list of schools. I was wondering, which school is more out of state friendly? Western or USC?

I know people say USC is private so it is one of the OOS friendly schools. But according to ADEA 2013, Out of 2246 applicants, USC interviewed 10% (231), which is high, yeah, but they accepted only 2% (42).... Is this wrong? I wanted to apply to USC but 2% seems really low...

Western is a private school as well, and as far as I know USC is much more expensive as well. If given the option of both I would choose western.

Thanks guys! Yea, I think I'm gonna go with Western. I really don't know why people consider USC OSS friendly...
