The program director at my med school (one of the better Midwest psych programs) told me that USC was "historically not good," but now has a good chair, and "tons of resources." He said now is a good time to apply to USC if you're interested in Cali.

My school's residency director said that USC has a lot of $$ in their psych dept for research and what not; unfortunately, I did not ask him for any details (at the time he was just going thru my long list of potential programs to apply to).
