With MCG's full P/F, strong match, significantly cheaper COA, and closer distance to family, I think MCG is the best choice. Despite not having a home plastics program, they seem to do completely fine in matching their students, although you are right to consider USF's home programs as a big pro for the school. However, you seem to be considering many specialties, plastics being one of those, and MCG does have home programs for other surgical specialties. In house exams suck but I think all things considered MCG is the better choice here. The difference in prestige between USF and MCG is negligable (some would argue there isn't any, regardless of USNews ranking).
