i am applying again this year and all of my letters are from 2011-2012. I am not sure what to do. i can not get any letters at this time.

Can you make an appointment with your LOR writers with an updated CV to get new letters?

nope. i no longer live in the same state. i am now in Chicago doing a post-bac

Not sure what you are asking. Are you asking whether you should contact the same letter writers and get another letter from them? Or are you asking whether you should contact new letter writers of 2013-2014 to get a letter?

If it is the former question and you have not had classes or activities with them, then it is pointless to get a letter (unless you are applying to schools with a one year limit on letters, which are very few).
 
(Looks at calendar) umm, what? If you're applying DO this might be survivable, but close your MD app if you're not complete yet. Letters should have been submitted 2-3 months ago.

Obviously you should be courting your current postbac professors for letters for next year.
 
If your premed committee letter is very recent but you haven't been in school for 3 years and the professors haven't seen me for 3-5 years, is it okay?

i am complete but i have not done any secondaries yet. I am too late. i am currently doing a "post-bac" and assumed my app wont get a look till some grades from the post bac comes in. Thus i havent even gotten around doing my secondaries yet

Med schools will potentially look at grades and re-review you in January if your app was complete and tidy and compelling during the summer.

Really, you need to close out your app for this year and try again next June with your ducks in a row.
