I would be applying to universities in Utah and near Utah . And would not be keen on clinical Phd .

Any suggestions would be of great help .

Sorry, wish I could help, but you are asking about three things that the majority of us know nothing about:

1. Being an international student
2. Combined programs
3. Schools in Utah

1. Not really. You may want to check with their current international student(s). There is at least one in the combined program or maybe it's the school program. This is a good sign. Most State universities don't take international students due to funding-related reasons.
2. Great program. Great people. Strong in research training but also clinical work. You will have to pick something to focus on but if SMI isn't your thing, you probably won't have to do too much with it.
3. USU and UofU are great schools. Would you consider California to be "close enough" to Utah? UCSB has a good combined program as well.
 
i did a counseling psych phd at BYU--in provo, UT about 40 minutes south of salt lake. byu is a religious school w an enforced honor code (no alcohol, drugs, etc.). if you don't mind the quirky religious culture, it's probably the best graduate education for your dollar in the united states. it's so cheap. the faculty are strong and fairly well-published. some of them are sort of boring. it's not the most rigorous program. great liason between the department and the massive student counseling center, so lots of opportunities to practice.

don't know much about the the USU combined program--i know a guy who is three or four years into it and seems to be loving it.

from what i understand the U of U program is pretty solid but i don't know a lot about it.

i'm not sure what you would do differently applying as an international student. i know the folks at BYU would be eager for a more international population. i can give you email addresses if you're interested and it's not too late.
