I just turned 16 which means I could start interning. I called two veterinary hospitals. I haven't received any calls from either of them. The first one I called was 1 week ago, and still no call, and I called the second one yesterday, and the receptionist said that a RVT will call me today at 3:00pm.

So should I call them back, or will that be too pushy?

Call them back, they may have forgotten. If anything it will show them that you are truly interested. That being said, don't call every 5 minutes.

I called them back today and I got the same response. All I can do now is wait or try other veterinary hospitals in my area.
 
Persistence and patience are truly half the battle with these sort of opportunities. Very rarely will you get a shadowing/interning opportunity instantly, at least from my experience. Keep at it (but with discretion, don't be annoying), wait a bit to see what comes of these opportunities first I would say (especially the one that said a RVT would call you back), and if worse comes to worse then just call other places. Another idea is that you could always just ask about shadowing instead. Sometimes getting your foot in the door that way helps when trying to get internships, they might be more willing to offer you something after they've gotten to know you a little bit. Just a thought.
