Visa for PGY1 transitional year

Hey can anybody tell me how difficult it is to obtain H1b visa for preliminary year?

I heard that program directors are generally not willing to do this because candidate is going to leave after 1 year.

I am IMG on F1 visa,

Any comment or suggestion is welcome !

Other query--

I have 92 and 94 on steps.ECFMG certified.Some research exp but no publication and doing obervership .Do i have fair chance of getting neurology with H1 Visa?
