Waiting on a Letter vs Using as a Supplement

Here's the situation: I have three professor letters submitted, and I am waiting on two character letters. For a school that only requires the 3 letters, should I let them know I have more letters coming or just send the additional letters as updates when they arrive? I know it is already late and I don't want to delay any further being incomplete while I wait on these letters. I have pestered both writers to get them sent in several times and both have promised to take care of it...but I am still waiting. Obviously my app would look stronger with the extra letters, but is it worth putting off completion of my app? Thanks for your insight.
