If you have a pre-dec 1st interview but don't get an acceptance letter around dec 1st, do you get a waitlist letter instead around that time? when do schools typically begin to send out the waitlist letters for interviewed candidates? in the spring after they conduct most of their interviews?

wait lists are generated after their entire class is full. They typically do not go out from my understanding until April or May. If you had a pre-dec interview and do not get an acceptance on Dec 1, this does not mean that you will be waitlisted or rejected. Just be patient and you may hear from a school between December and May.

If you have pre-dec 1st interviews, are you guaranteed to hear back from those schools by or around 12/1? I know that's the magic date for acceptances but if you're not accepted at the time, is that also when they notify you whether you are waitlisted or rejected?

yes, if you interviewed before dec. 1st, you will hear something around dec 1st.
