Want to switch to ER

I need some help making a decision, heres the story...
I am currently an intern in FM and I would really like to go into ER. Well I have a really lousy board scores (79/80) and I am a IMG. I dont think I would get in by just applying without any good references or some kinda improvement on my app. First off I am assuming I should finish my inter year. Taking step 3 would help too right? My program doesnt have ER but a nearby program does. Should I try and contact the PD there and tell him about my interest?
Lastly, a big concern for me is that, if I went directly to my PD and explained all this to him I think he would be OK with it. However, because I believe my chances of getting into ER are so low I dont want to tell him and not get in to ER. Then I would have to stay here and he (the PD and everyone else) would think oh he doesnt really want to be here...that would just be a bad atmosphere.
Any idea on what I could/should do?
 
If you do contact the local programs PD for God sake please refer to emergency medicine as "EM" not "ER". Though petty in appearance, it is valid gripe as our board certification is via ABEM (AOBEM for the DO's), the American Board of Emergency Medicine, not the American Board of Emergency Rooms!!!!

My "emergency room" if you wish to call it that is a larger plant than the overall OR, and is larger than the ICU, CICU and SICU combined.
