I saw a website a while back where residents did anonymous reviews of their programs. Sounds unreliable but I'd still like to find it again just to weigh it with my own impressions

Yes. It's great for knowing what your potential program was like in 2005 (if the program even has any reviews).

Even "anonymously" it's difficult to stay anonymous when posting program reviews.
