I believe California accepts the WREB now. Not so sure about the werb

"Last year's SB 1865 (Aanestad), Chapter 670, Statutes of
2004, provides for a license to be issued based upon the
applicant passing the WREB instead of the examination
administered by the Board. At that time CDA contended that
over the two prior years, the California dental school
deans and others within the dental community had become
increasingly concerned about the quality and consistency of
the California licensure exam. Therefore, SB 1865 was
introduced to provide applicants an alternative to the
Board's examination for licensure."
