What are the best options for doing residency

I am an Indian graduated from Russia . I want to be a neurosurgeon but have no clue which place should i apply and where to begin with . some people recommended USMLE or PLAB . But i recently read that its really hard to land surgical residencies in US or UK as they prefer their own graduates . So i am wondering if there are other options available . And do we have to pay for the whole thing which exams we need to sit . Thank you

Sorry I don't know what other options might be available for you. Maybe the best option for you would be in Russia if you did your medical school in Russia? Or can you return to India as that might be another option for you?

In the US, yes, you would have to pay for the USMLEs.

According to NRMP Charting Outcomes for the IMG (2016), there were 216 total positions offered for neurological surgery. 48 non-US IMGs applied, 8 matched, 40 did not match. Here are the Step 1 and 2CK scores for non-US IMGs applying to neurosurgery:
