What are you legally allowed to do during medical school regarding patient-care?

I have been thinking about this question, while looking at each school's free clinics.
  • can you draw blood?
  • analyze blood tests?
  • make recommendations?
During clinical rotations, what are the limitations?
  • suture wounds?
  • do OR tech-like work?
  • administer medication?

You can do anything for which you have been deemed competent (under supervision).
I have never had a medical student become competent as an surgical tech, though. We don't teach this in med school.

  • analyze blood tests? The lab does this, but you can send it to the lab (with someone cosigning)
  • make recommendations? yes (attending will cosign)
During clinical rotations, what are the limitations?
  • suture wounds? Yes, with supervision
  • do OR tech-like work? Sure I guess
  • administer medication? Sure I guess, nurse will probably do this

Basically you get to do as much as the resident/attending is willing to let you do/teach you
 
If it's something normally performed by a resident or attending, you may be allowed to learn how to do it, with varying degrees of supervision. If it's something residents and attendings don't normally do, like administering medications on the floor or serving as a surgical tech, you probably won't be learning to do it.
