What determines Merit based financial aid? And what determines need based aid?

Merit based:

Is it GPA/MCAT? Exceptional story? Exceptional ECs? Combinations of the above? Amazing resilience from poor grades to perfect grades with good ECs and MCAT?

And so on.

Need based:

Are having spouse/children taken in to consideration for need based? What is the threshold for parental based income to be considered for need based aid? Can loans still be taken out up to COA in absence of EFC familial contribution?

And so on.




Or is the simple answer just “That is school specific.” And if so, will schools need to make their financial aid policies public if @gonnif is correct about April 30th being when financial aid is listed...?
