Do you contact the school to make sure you were screened out? I didn't get secondaries for two of the schools I applied to, but then I also got stuck moving 3 times between July and Mid-September. My AMCAS was submitted in early July. My email address has not changed. My phone number changed in September.

I updated my address in the AMCAS application promptly each time.

Nobody sends paper secondaries, so changing your physical address would not impact whether you got a secondary or not. If you didn't get a secondary by email (and you've thoroughly checked your spam folder), they screened you out.

I think it is too late to submit a secondary either way. But make sure these schools screen before even asking that. If they don’t, then something got lost along the way. If they do, I think it is safe to say you’ve been screened out at this point.
