Hi all, if anyone can comment on these programs based on personal experience or from what has been said/heard through the grapevine, I would really appreciate it! (I'm okay with my first tier schools. ) Thanks!!

MY PERSONAL SECOND TIER:
-Baystate Medical Center Springfield, MA
-University of Rochester, Rochester, NY-
-West Virginia University Program - Morgantown, WV (I heard something about a scandal there?)
-University of Connecticut - Farmington, CT

MY PERSONAL THIRD TIER
-Winthrop University Hospital Program - Mineola, NY
-Lehigh Valley Hospital - Allentown, PA
-Jefferson Medical College - Newark, NJ
-Carolinas Medical Center - Charlotte, NC

I'm confused about why U of Rochester would be considered "2nd tier" by someone applying for medicine residency. I applied for a medicine fellowship there and was very impressed with the place. They also have a lot of residents from solid medical schools, etc. The hospital seemed top-flight. Of course, the climate is harsh and it's not in a really big city.
Would think you'd get a way better education than some of the other places you've named here.

I've spent some time in Charlotte at Carolinas Medical Center on rotations. If you're looking for an academic career, it might not be the best place, as there's very little research, but for a community program, I was really impressed. The IM residents are a close-knit, happy bunch. They're supported very well by the hospital and program director, and by working in a large, public hospital, they get exposed to everything.

If anything, not having fellows around means that they get to do more than the average Medicine resident. If I had decided to match in IM and didn't want to stay in academia, I would have been very happy to interview there.
