What does "in progress" means with LOE?

I have two "in progress" with two letters and one is "Completed". I am confused because the two letters with "in progress" were submitted earlier by my refernces while the last one with "completed" was just submitted today.
Anybody knows what happens and do I need to ask my references to resubmit the letters?

That means the referee uploaded the letter and didn't press submit.

That happened to me as well and my referee had to go back and press submit...
