"Best" is as applicable for residency programs as it is for husbands/wives/so's/partners, etc. UCLA and Stanford probably produce the most researchers. Because of its location and surrounding med center, UCSF may be the most appealing. UC Davis has a great chair (he's head of APPI), and Sacramento is a very nice place to live. I could go on, but the underlying issue is fit, geography, etc.
