In terms of academic reputation, cedars-sinai and Harbor-UCLA are not in the same league as the top 30. Cedars Sinai may gain a higher reputation being in a highly desirable area with a big name where many stars go to for their health care, in addition to a decent match list and cush work hours. Though if you try to rank it against other university programs, it is not comparable, I did a Sub-I rotation there and its glaringly lacking in academics.
Harbor-UCLA is a different story. Its an academic county hospital program which is quite rare. Many skilled qualified clinicians have come out of Harbor-UCLA happy. I feel like it can be ranked against certain university programs, not in the top 30, but I feel like it can ranked higher than the tier of lets say Temple or Tufts if you want to compare to east coast university programs. The drawback of Harbor-UCLA is it has the least aesthetically pleasing hospital I have ever seen, in addition to having to a hectic environment and really having to work hard, which is not a bad thing at all.
Moreover, I don't think that being ranked in the "top 30" means anything. If you care about what other people think about you when you talk about where you went for residency and don't care about if you would be happy there or a great clinician then go for a "top 30" program but I know you can get equally great training if not better at other programs.
