Dude, relax. Sept 15 is over the weekend, no one will be downloading applications over the weekend. You likely have until probably Sunday night to submit your application, and even then, many programs don't start reviewing until a while after apps are submitted.

It probably depends on the program.
I could not find mention of when his administrator will be downloading apps, however, it's over the weekend, and he certainly won't be reading them over the weekend. IVs usually don't even start until Oct. at the earliest, usually Nov and on. Some programs dont even start reviewing until x amount of apps have been downloaded. So I certainly would not worry too much about having them right on Sept. 15. Btw-why was the date changed? Wasn't it sept 1 last year? And why are MSPEs being released earlier?
Let's be clear -- I was poking some fun at my PA. There's really no reason for her to come in on the weekend and download applications. But she'll probably do it anyway.
Whether you apply on Sept 15th or Sept 30th or Oct 15th is not likely to matter for the vast majority of programs.
