whats the deal with freestyle Libre? why can only a few random pharmacies bill medicare part B for it?

I'm looking at the list of who can bill the Libre strips. none of the big pharmacy chains can. anyone have any idea why that is? would it be a lot cheaper for medicare to pay for the libre than 800 accu chek aviva?

There seems to just be some long criteria a patient has to meet in order for patients to be able to get it through Medicare that the doctor has to work out with the Medicare themselves. The Walgreens I worked at had a free patients on the Libre but it was all only going through their Part D plan with a usual copay of around $25-50s per 2 14 day sensors.
