when are letters of recommendation required, when submitting secondaries or before the interview?

I thought you won't get an interview UNLESS you are considered completed (meaning the LOR is already in.)

Correct me if I'm wrong, as this is true for allopathic medical schools. Schools won't consider you complete unless you finish everything, so LOR can be technically handed in by the day you finish your Secondaries.
