Does the MCAT score have to be issued before the schools you are applying to actually see the application ?

No, AMCAS will send your application to med schools even without your MCAT score. When schools receive applications they may send out secondaries to everyone who applied or they might screen the applicants and only send them to those who have the numbers that meet their cut-offs. In either case, your application will be seen by admissions committees but will not be fully analyzed until they get your scores.

so is it possible to submit the application without the MCAT score ? without all the transcripts ? what do I have to do to have them actually see the application ?

I believe they will know you are applying when you designate them (I got a secondary from U of Cincinnati before I was even verified last year). They will not "see" your applicaiton until it has been verified by AMCAS (this of course requires AMCAS to have your transcripts). At which point they will have access to your coursework, GPA, PS, etc. The MCAT score may be added later.
