When (If?) to email programs with interest?

Saw that some people had already done this on the interview invites thread. If we see that interviews are already been sent out for a program that we are really interested in, should we send in an email proclaiming our interest and if so when?

What about if you have an interview at a school nearby, is there any point in saying that you'll be in X location and are really interested in the program?
