When is a personal statement too short?

Mine came out very succinct and almost 3500 characters. I focused on one volunteering experience, and did not discuss anything about my other ECs, shadowing, Academics, etc. I don't want to add extra things that exist elsewhere in my application, but I'm wondering if this takes away anything from my personal statement ("Does he think the other experiences were not meaningful?", "why is one of his most important essays only 3 paragraphs long" etc.).

When it fails to get you into medical school. Quality not quantity. Having said that keep writing if your aren't sure it will do the trick.
 
I feel like it should be about one page long.

Just make sure it answers the following questions:
why do you want to be a doctor?
why are you qualified/why will you be a good doctor?
what are your current goals?

If you answer those questions then I think you should be fine. Personally I would make each of those 1 paragraph (3 paragraphs) + brief intro and outro paragraphs -> ~5 paragraphs total, but that could just be a style thing.
