When is the best time for me to submit my application given my circumstances?

So first off, I know there is a wealth of information here on these forums and I really appreciate all the feedback I have gotten from this forum so far.
I am in a situation where I want to apply as early as possible but I don't know what to do or even if I can.
Here is my situation :

1)I am using the community letter writing service from my school and they have told me that their turn around time is usually 3 weeks. They also told me that I need to first submit my application and then they can get started on their side ( Is that the norm?)
2)I am currently taking classes and we don't get official grades till the 15th of June. I am certain I will get good grades in all 3 science classes I am taking, so ideally I want to include these grades in my application.
3)I get my MCAT score on June 30th.
4)I am working on my 2nd publication that is about to be sent for review in a few days and should get published early next month. I feel this is an important part of my application and something I definitely want to include.

So I know that the AAMC states that they can take up to 6 weeks to verify my grades and also that the first set of applications go out July 1st. Can I send my current transcript now and send another one when I get my grades for those classes? (Maybe it'll speed up the verification process?)

What would be the ideal course of action to take in my case? I know applying early is very beneficial but I am not sure if I can even do that. Any feedback would be greatly appreciated. Thanks.

Request a transcript to AMCAS as soon as grades are poste
Applying with unknown MCAT score is a whole other set if issues but to this specific it wont matter, you can submit AMCAS prior
Seems a little too quick and unless it is really major work it will have minor impact. Besides it can be noted on secondaries.
NO, NO, NO! If you do that it will delay it more! They will have to verify the entire new transcript. Send it only one time.

The letter writing service I was talking about is my college's Committee letter service which compile all my LOR's. Sorry I wrote community letter service accidentally.
I will try to get everything done asap.
