when to send LOR's?

Are we supposed to wait until we recieve secondaries before we send secondaries or do we send them voluntarily now? Anybody know?

This is just opinion...but I would wait until I had the secondary in hand then send all at once
 
thanks, that's what I thought but I swear I saw a thread and people said that they were sending them when they hadn't even been verified yet. 😎
