my grades will come out tomorrow. I was going to submit my primary, but then I realized ... they won't even look at my application until all the grades are processed/received, right? Even though it's going to be sent online (etranscript), can I take a few more days to review the application before sending it in?

It seems that way... I doubt that they would start processing your transcripts the same day that they are received. If you need 2-3 more days to review, then take it. It's better to feel confident about your app than to catch that one self-defenestrating error in your PS after hitting submit.
