If you don't know anyone, and people you don't know anyone, you have to cast a wide net and interview a lot of people. Finding someone with experience at what you want is hard, and you'll have hundreds of under-qualified (and a few over-qualified in this economy).
Advertise the position, sift through hundreds of resumes for ones that have the experience, then interview. Then do a trial. Everyone should be hired for every job with the expectation that it is a 90-day trial. If they don't meet your expectations, cut the ties sooner than later. Then cast your net again.

good office managers are at current well run offices. You could always found out from drug reps or device reps which offices are well run (not necessarily a pain clinic). You could lure them away with a better location (closer to home or school), better pay, better hours(which you probably could offer over a lot of other specialties).
There must be short , simple & best criteria followed. Main requirements must be highlighted & checked out. Candidate with deserving qualities must be selected.
