so many people who want to get accepted at highly competitive residency they do a research and publish scientific papers . where can someone do a research after graduating from medical school?

If you're done with med school, shouldn't you be in residency already (unless you're an IMG)? Or do you mean in the very small window before you begin residency? If so, then it'd probably best talk to your program. They should have people who are interested in research and you can ask around to see who publishes regularly, etc. Or you could ask your med school as well for contacts (network etc). Or you could just email researchers in your field of interest.

IMG and i would like radiology but they said to me it is almost impossible and you need to do a research and publish . now my home country is poor third world country so it hard to do any useful research so is there any organizations or institution that i can do research at ? i dont care about money or time and thnx

i scored 263 at step 1 still people say to me it it very hard to get into radio

Research won't really help you all that much. USCE, strong Step 2 and possibly a Step 3 are higher on the list than research in your case.
i heard that some people spent 2 years at a research institution in order to improve their application
