The closer a hydrogen is to an electronegative atom or group the more downfield the signal. In the first compound presented we would see a quartet around 3.5 ppm, quite downfield since the CH2 group is close to a carbonyl and directly bonded to an oxygen. In the second compound, the CH2 group is close to a carbonyl BUT not directly bonded to an oxygen, thus the signal would be less downfield, perhaps around 2.5 ppm.
