Which SMP/POSTBACCSs are open?

Is it too late? Could anyone tell me which are still accepting applications for Fall 2013 entry? At least how I can find out?

My MCAT exam is in September.

Fall 2012 or Fall 2013? Fall 2013 applications haven't even opened yet.
 
Usually after the first of the year. Some sooner. But as a rule, around Jan or Feb but a lot won't apply until Spring. You have time...
 
Are postbaccs designed to fail students on the false promise that they'll do well? Are they intentionally designed hard to fail out students so they take their money? Are post-baccs the new kind of "carribean schools" of US med schools?

These are my questions. There are rumors that post-baccs are made to suck premed money, and very low proportions make it to medical school. If people with 23 MCAT can get into an SMP, I'm not sure if the program is concerned about getting them into medical school.

I would greatly appreciate knowing the proportion of SMP students who made it into medical schools immediately afterward, compared to those who did not.

You're welcome to conduct this study and share your findings. I'm sure plenty of people would benefit.

In the meantime, part of this process is doing the legwork and investigating these programs in order to make an informed decision. Read through program websites, read every postbacc-relevant post on SDN you can get your hands on, send emails, make calls. There is no legitimate one-size-fits-all conclusion to whether postbacc programs are worth it or not - some are pure cash cows with low success rates while others accept 75% of their postbacc/SMP students.
