I don’t get why rads is 5 years and psych is 4 years. I can’t imagine someone winning an arguement to shorten residency though...

There are a few FMG GP in my town that got their license before 1985 when you did not need a residency as long as you can prove that you were practicing medicine for at least 5 yrs in your home country, and they aren't killing people as far as I know. My gawd! Things were really lax in Florida.
